Philippines set to keep troops in Golan

AFP - The Philippines said Wednesday it would likely keep its 340 soldiers in the Golan Heights as part of a United Nations peacekeeping force, amid improved security for the troops.

Foreign Secretary Albert del Rosario told reporters the UN was close to fulfilling three conditions on upgrading safety set by the Philippines that would allow the Filipino soldiers to stay beyond August 11.

"The conditions look fine to me," del Rosario said, adding he had recommended to President Benigno Aquino that they stay for at least another six-month mission.

"I still have to go back to the president for his blessing but I don't think it will be a problem."

The Philippines is one of the major contributors to the UN Golan force, which has been monitoring a ceasefire between Syria and Israel there since 1974.

Other countries have pulled out their contingents as violence from the Syrian civil war has spilt over into the area.

The Philippines said in May that it was considering withdrawing, after two groups of Filipino troops were briefly kidnapped by Syrian rebels in separate incidents.

Both groups were released unharmed, but the wounding of another Filipino soldier from shelling in June added to the security concerns.

Del Rosario said one of the three conditions set by the Philippines was that the total peacekeeping force return to its regular strength of 1,250 soldiers.

Another was extra military equipment for the soldiers, and the third was that the Philippines be able to review the mission every six months.

Del Rosario said he was confident the numbers in the peacekeeping force would climb to 1,250 by October.

Fiji has already emerged in recent months as a saviour for the peacekeeping force, agreeing to deploy 562 soldiers.

Del Rosario also said the UN had committed to the extra military equipment. And he said the Philippines was allowed to review its mission every six months, rather than annually, until at least 2015.

The Philippines was due either to extend its mission, or withdraw, on August 11.

Better economic growth likely to follow weak Q2

WASHINGTON (AP) ? The economy is expected to have grown at a dismal pace in the April-June quarter, weighed down by large tax increases and steep government spending cuts.

But the second quarter should be the low point for the year, economists say. The fiscal drag is expected to fade. At the same time, steady hiring, more business spending and a solid recovery in housing should push growth higher in the second half of the year.

Economists forecast that growth slowed in the April-June quarter to a seasonally adjusted annual rate of just 1 percent, according to a survey by FactSet. That's below the tepid rate of 1.8 percent in the January-March quarter.

The Commerce Department will release the first estimate of gross domestic product, or GDP, for the second quarter at 8:30 a.m. EDT Wednesday. GDP is the broadest measure of the output of goods and services, including everything from manicures to industrial machinery.

Most economists say growth is already starting to pick up. And many are predicting annual growth rates of between 2 percent and 3 percent in the third and fourth quarters.

There are threats to the better outlook. Unemployment is still high at 7.6 percent, limiting consumer spending. And budget fights in Washington could lead to a government shutdown this fall, potentially disrupting the economy.

Still, recent data have been encouraging.

"More and more of the economic tea leaves are pointing in the same direction: toward a growth revival ahead," Scott Anderson, chief economist at the Bank of the West, said.

Home construction, sales and prices have been growing since early last year. Americans purchased newly built homes in June at the fastest pace in five years. That's raised builder confidence to a seven-year high, which should lead to increases in construction and more jobs.

Overall hiring has accelerated this year. Employers have added an average of 202,000 jobs a month from January through June. That's up from 180,000 in the previous six months.

Better hiring has started to boost inflation-adjusted incomes after several years of stagnant wages. Joe Carson, chief U.S. economist at AllianceBernstein, a mutual fund company, calculates that average hourly pay rose at a 3.1 percent annual rate in the second quarter, the fastest pace since the fourth quarter of 2008. That was comfortably ahead of inflation, at just 1 percent.

And business spending has started to increase. Companies have ordered more industrial machinery and other equipment for four months in a row. As those orders are filled, factory production should increase.

Manufacturing is also benefiting from strong auto sales, which topped 7.8 million in the first six months of 2013, the best first-half total since 2007. Analysts expect sales will stay strong for the rest of the year.

Carson notes that housing and autos were the primary sources of growth in the second quarter. Both have benefited from the Federal Reserve's low-interest rate policies. Those sectors usually rebound early in recoveries. But after the Great Recession ended in June 2009, they were held back by tight credit and cash-strapped consumers.

"It's almost like a traditional recovery is just starting, even though we're in the fifth year," Carson said.

Federal Reserve officials have forecast better growth in the second half of the year. And Fed Chairman Ben Bernanke has said that the central bank could begin to scale back its bond purchases later this year if the economy strengthens. But Fed officials typically put greater weight on employment and inflation data than the GDP figures.

The Fed concludes a two-day policy meeting on Wednesday, at which point it could clarify its interest-rate policies.

Most economists blame tax increases and government spending cuts for the sluggish second quarter. Higher taxes slowed consumer spending. And government cuts subtracted nearly a full percentage point from growth at the start of the year.

Even so, the solid pace of hiring suggests the economy is doing better than the growth figures show. Tax receipts have been stronger. Faster growth in the second half of the year would help close those gaps.

The government is also expected to release comprehensive revisions on Wednesday. Roughly every five years, the department incorporates more recent data and adjusts how it calculates GDP.

The revisions will likely show growth was faster in the first quarter and last year than previously estimated, economist say. Michelle Meyer, an economist at Bank of America Merrill Lynch, estimates the revisions could add up to a half-point to last year's 2.2 percent growth rate.

The revisions will also alter GDP data all the way back to 1929. In one major change, the government plans to count spending on research and development as investment, rather than as a regular cost of doing business. That, along with other changes, will boost the level of GDP in 2007 by about 3 percent, or $450 billion. It isn't likely to significantly change the pace of growth in recent years.

Police: Ohio State back's case officially closed

COLUMBUS, Ohio (AP) ? A little over a week after he was suspended by Ohio State coach Urban Meyer for an alleged assault against a woman, running back Carlos Hyde had his case dropped on Tuesday by Columbus police.

Police spokesman Sgt. Rich Weiner said the alleged victim chose not to pursue charges against the Buckeyes' leading scorer and second-leading rusher a year ago.

"We were in the middle of our investigation," Weiner said. "The most important thing left to do was interview the (alleged) victim. She met with investigators on Saturday and informed officers that she didn't want to pursue charges."

Weiner said the case against Hyde was officially closed.

Hyde had been suspended from all team activities in the wake of the incident, which occurred July 20 at a downtown bar. Ohio State and Meyer did not immediately offer comment on whether Hyde will be reinstated to the team.

Hyde, a 6-foot-2, 242-pound senior from Naples, Fla., scored 17 touchdowns and 102 points to lead the Buckeyes to a 12-0 record last fall. He gained 970 yards on 185 carries, coming within 30 yards of becoming the first running back in Meyer's coaching career to reach 1,000 yards in a season.

At the time of his suspension ? the same day three other Buckeyes were disciplined for off-the-field legal problems ? Meyer said, "I have a clear set of core values in place that members of this football program are constantly reminded of and are expected to honor. There are also expectations with regard to behavior. I expect our players to conduct themselves responsibly and appropriately and they will be held accountable for their actions."

The alleged victim approached police officers early on July 20 and said she was assaulted inside a bar at 303 S. Front St. Police looked into the allegation but Weiner said the case came to an end when she declined to pursue charges.

Ohio State opens its fall camp on Sunday. The Buckeyes' opener is Aug. 31 against Buffalo at Ohio Stadium.

In addition to Hyde, the other players disciplined on July 22 were star cornerback Bradley Roby and freshmen recruits Marcus Baugh, a tight end, and defensive lineman Tim Gardner. Each was involved in a separate incident.

Roby was arrested in Bloomington, Ind., and is facing preliminary charges of misdemeanor battery resulting in bodily injury for making contact with a bar employee. He was prevented by Meyer from representing Ohio State at last week's Big Ten football meetings in Chicago.

Baugh was removed from all team activities and will also sit out the first game of the season after being arrested for underage possession of alcohol and possessing a fake ID. Gardner, from Indianapolis was sent home and will not be a part of the 2013 team after he was charged by Columbus police with obstruction of official business.

Meyer has faced withering criticism in recent months for not meting out stiff discipline or controlling his players during his previous tenure as coach at Florida. Former New England Patriots tight end Aaron Hernandez, who played for Meyer at Florida, was arrested and charged with murder earlier this year and dozens of Gators players were arrested while Meyer was in charge there.

Asked about Hyde's situation during the Big Ten meetings, Meyer said, "We just have to evaluate the facts. And once I evaluate the facts, then we'll make some decisions."

Health News - Unnecessary ward moves - bad for patients, bad for ...

Unnecessary ward moves are becoming increasingly common and have adverse consequences both for patients and for hospitals, according to researchers from the University of Dundee.

Professor Marion McMurdo and Dr Miles Witham have drawn attention to the practice of 'boarding' patients - moving individuals from their own base specialty ward to other wards to accommodate influxes of new patients - in an editorial published today in Age and Ageing, the scientific journal of the British Geriatrics Society.

Professor McMurdo and Dr Witham, from the University's School of Medicine, claim that a reduction in bed numbers and an increase in hospital admissions have led to the practice becoming increasingly common, especially amongst older patients. This is despite the fact that changes of environment increase the risk of falls and delirium, problems that are associated with risk of serious injury and increased death rates.

Furthermore, boarding patients away from dedicated elderly care units deprives them of receiving Comprehensive Geriatric Assessment (CGA) - a method of care which has been shown to reduce future hospital admissions and the requirement for future institutional care. The evidence shows that when frail older people are admitted to hospital and looked after in a specialist unit for older people with a dedicated multi-disciplinary team they are 25 per cent more likely to survive and be able to return to independent living at the end of their stay.

Professor McMurdo said, 'Boarding is sometimes viewed as a necessary evil - at least compared to the alternative of having no bed in which to admit patients from the overflowing acute admissions unit. Yet at a systems level, boarding appears to be a false economy - every ward move increases length of stay thus exacerbating the very problem that boarding attempts to circumvent. Worse still, frequent moves around a hospital are likely increase the risk of infection transmission, a factor Trusts have been advised to incorporate into bed management policies.'

Dr Witham said that it was an inescapable fact that the fact that hospitals face increasing pressure on bed availability as hospital bed numbers contract and emergency admissions rise.

'However, a recent survey of medical staff found that 92 per cent of doctors would refuse to have a relative of theirs boarded out - this hardly inspires confidence in the quality of care received by patients who are moved around the hospital environment.

'The majority of patients being boarded are frail, elderly and cognitively impaired because most patients admitted acutely to hospital have these characteristics, and because such patients are likely to stay in hospital long enough to fall victim to boarding. In the wake of the Francis report, we need to be honest and open with patients and their families and explain the risks associated with unnecessary ward moves.'

Ecclestone confirms no India in 2014

Bernie Ecclestone has confirmed that the Indian Grand Prix won???t feature on the 2014 F1 calendar but will then return the following season.

Ecclestone had suggested that such a move could happen in Hungary and has now confirmed that there will be no indian race on the schedule next year.

Instead, with Ecclestone preferring to run the race earlier in the season, the Indian Grand Prix will then return in 2015 when the current contract in place for five years will continue.

"When we signed the five-year deal with [promoters] Jaypee, we were keen on going to India in the first half and Jaypee wanted it to be in October," he told the IANS news agency. "We gave in at that time, but now it looks we will have the race early 2015.

"It [hosting one race in October 2014 and another in early 2015] was too close. Therefore, after speaking to promoters, we think it is best not to have a race in 2014 and have one in 2015."

Ecclestone???s confirmation is likely to see India join Australia, Bahrain, Malaysia and China in the ???flyaway??? events that come prior to the European leg of the season but also signaled a warning that it couldn???t take its place for granted in future despite his previous comments on India being important to F1.

"The second year is always difficult for the organisers," he said after attendance figures dropped last year. "I hope bigger crowds turn up for the third edition.

"I really want it to continue, but it all depends on a lot of other factors. The sport is expanding its base every year."

Food Heaven Chocolate Mousse and Tiramisu are hitting the shelves from September and hope to be a hit with consumers.

Food Heaven desserts are guaranteed free from dairy, eggs, nuts, gluten and lactose., suitable for vegetarians, vegans, those with food intolerances or allergies and anyone following a healthy lifestyle, they are also Kosher-approved.

Last year saw the launch of frozen dairy-free cheesecakes ? Lemon and Summer Fruits ? which won the Puddings and Desserts category of the 2012 Free From Food Awards.

Facebook to make capital investments worth $1.6 billion in 2013

New York: Social networking giant Facebook, whose user base is expanding primarily on the back of rising penetration in emerging markets like India and Brazil, will make capital investments worth $1.6 billion this year.

In the first half of this year, the California-based firm incurred a capital expenditure of $595 million on setting up data centres and storage infrastructure, among others.

Besides, Facebook shelled out $221 million on acquisitions and other assets such as patents.

"We anticipate making capital expenditures in 2013 of approximately USD 1.6 billion," Facebook said in a filing to the US Securities and Exchange Commission (SEC).

Industry watchers feel that the company will be looking to capitalise on its user numbers and its mobile advertising base.

Bolstered by rising number of users in high growth markets like India and Brazil, Facebook raked in 61 per cent $1.60 billion -- of its total revenues from advertising in the second quarter of this year.

Internet major Google, which is also competing with Facebook, generated 92 per cent of its revenues from its advertisers in the six months ended June 30.

Facebook's investment plans for increasing infrastructure would get a boost as it posted strong second quarter results helped by a surge in userbase and rising mobile ad revenue, which now represents 41 per cent of its total revenue from advertising, they added.

Facebook posted a net income of $333 million for the April-June quarter against a loss of USD 157 million in year-ago period. Its revenue totalled $1.81 billion in the second quarter, an increase of 53 per cent, compared with $1.18 billion in the second quarter of 2012.

"Cash used in investing activities during the first six months of 2013 primarily resulted from $595 million for capital expenditures related to the purchase of servers, networking equipment, storage infrastructure and the construction of data centres," Facebook said

It also spent $221 million on acquisitions of businesses and other assets like patents, according to the filing.

On the back of surging user base in the emerging markets of India and Brazil, the social networking giant saw its monthly active users jump 21 per cent to 1.15 billion at the end of June 2013.

"Users in India and Brazil represented key sources of growth in the second quarter of 2013 relative to the prior year," Facebook has said.

The firm's global daily active users (DAUs) rose by 27 per cent to 699 million on average during June 2013 from 552 million during June 2012, again helped by growth in India, Brazil and other markets
